Haven't really used most of the Grim and the Grave's units enough to judge. Unless you really love playing as the empire and just want to spice things up. If you don't want the campaign with its unique mechanics then id say that the hunter and the beast DLC is not really worth it (in my humble opinion off course). The war wagon regiment of renown can be quite good (basically a mobile hellblaster volley gun). For most of the units added in that DLC they can be a good tool in specific situations but you can just as easily use something else. The war wagons aren't anything special (mortar version is alright, but you might as well just use a normal mortar).
The hunters are alright but they compete with all the other good ranged empire units, the archer is crap but good to have a pinch since you can build them everywhere and cheaply (especially defending sieges). The huntsman generals are okey and quite good at ambushing for example, but you don't really 'need' a good ambushing general for the Empire. The Hunter and the Beast empire units are so-so. The flagellants and hunter units seem weak from what I've gotten by confederating but I haven't gotten a chance to try the others. I got the one for high elves because all the units it gave are strong but I wanted to know if the added empire units would be worth getting them for.
